There is a difference between having an HR department and building an organisation that works.
For more than four decades, I have worked at the intersection of business strategy, leadership capability and organisational performance, helping companies scale, stabilise and transform across multiple industries and global markets. My work has never been about policy administration. It has always been about business performance.
I build organisations that are commercially sound, culturally aligned and operationally disciplined.
I hold a Master’s degree in Management Science from the University of Liverpool and am a Master HR Professional with the South African Board for People Practices (SABPP), where I also serve as an accredited HR Auditor. In addition, I hold multiple professional qualifications in the financial services industry, strengthening my ability to operate at the level where governance, risk and organisational performance converge.
Throughout my career, I have partnered with executive teams across Africa and internationally to design workforce strategies, lead transformation, and build leadership capability that drives measurable results. My work sits where business performance and human capability meet, because strategy only works when people do.
FROM TRANSACTIONAL HR TO STRATEGIC WORKFORCE ARCHITECTURE
Early in my career, I recognised a fundamental flaw in how many organisations viewed HR. It was reactive, administrative, and disconnected from commercial reality.
I chose a different path. Across industries including telecoms, healthcare, financial services, legal, retail and gaming, I have positioned HR not as a support function, but as a strategic growth engine.
My work sits at the intersection of:

- Leadership maturity
- Cultural alignment
- Operational execution
When these are aligned, organisations scale sustainably. When they are not, even the strongest strategy collapses.
MULTI-COUNTRY TRANSFORMATION AND DUE DILIGENCE LEADERSHIP
I have led large-scale HR due diligence, transition and transformation projects across:
South Africa, Tanzania, Kenya, Nigeria, London, Brazil, Bahrain, Indonesia and West Africa.
These were not cosmetic projects. They were high-stakes integrations involving:
- Culture gap analysis
- Risk registers with mitigation costing
- Transition and transformation planning
- Benefits harmonisation and comparative costing
- Contract negotiations with organised labour
- Cross-border legislative compliance
- Post-contractual verification processes
In outsourcing and merger environments, our firm was appointed as principal lead HR consultants to integrate organisations with minimal client disruption and maximum operational continuity.
This work required more than technical skill. It required political intelligence, commercial awareness and disciplined execution across multiple jurisdictions.
Transformation fails when emotion outruns structure. Our role has always been to bring structure.
STANDARD BANK CIB: BUILDING A BRANCH FROM THE GROUND UP
At Standard Bank Corporate & Investment Banking, I led the end-to-end resourcing project to staff up the Abidjan branch in Côte d’Ivoire ahead of launch.
This involved:
- Full workforce planning
- Regulatory compliance and legislative alignment
- Cultural nuance navigation
- Multi-country advertising campaigns across the West African Economic and Monetary Union
- Partnering with business to ensure branch readiness for training and system UAT
Greenfield expansion demands precision. Timing errors cost millions.
The branch launched ready, staffed, compliant and operationally prepared.
HEALTHCARE & EXECUTIVE HR LEADERSHIP
As HR Executive in the healthcare sector, I directed the Human Capital portfolio aligned to corporate strategy.
This required balancing:
- Strategic workforce planning
- Operational demands
- Change and transition management
- Compliance frameworks
- Capability development
- Labour cohesiveness.
Healthcare environments demand both empathy and rigour. People’s lives intersect with operational precision. This is where leadership maturity becomes non-negotiable.
REPOSITIONING HR AT MCDONALD’S: FROM TRANSACTIONAL TO STRATEGIC PARTNERING
One of the pivotal interventions in my career was redesigning the HR operating model at McDonald’s. We transitioned the business from a transactional HR value chain to a Business Partnering model. This was not a cosmetic restructure. It was a philosophical shift.
HR began working alongside business leaders to co-create solutions rather than process paperwork.
The outcome?
Stronger alignment.
Faster decision-making
More commercially aware HR practitioners.
WEBBER WENTZEL: BUILDING THE TALENT FUNCTION AND AFRICA’S FIRST SPONSORSHIP PROGRAMME
At Webber Wentzel, I established the Talent Management function and introduced the first African Sponsorship Programme, now known as the Transformation Sponsorship Programme (TSP).
Over 100 Associates, Senior Associates and Salary Partners have actively participated.
Results include:
- Consistent year-on-year utilisation growth
- Increased participation in the bonus pool
- Structured mentorship and advocacy
- Enhanced exposure to meaningful matters
- Expanded leadership pipelines
The programme evolved into the firm’s flagship initiative and expanded firm-wide through Panel Master Classes facilitated by subject matter experts.
What began as a targeted transformation intervention became a firm-wide culture platform.
Transformation is sustainable when it is embedded into structure, not treated as a training event.
GAMING SECTOR: DRIVING PRODUCTIVITY THROUGH STRUCTURE
In the gaming industry, I worked closely with executives to:
- Introduce structured EXCO governance
- Implement performance management systems
- Align productivity metrics to sales growth
- Embed accountability frameworks
The organisation achieved year-on-year growth driven by targeted performance strategies and disciplined operational systems.
Performance does not improve because of motivation speeches. It improves because of measurement, structure and leadership clarity.

In 2004, I founded Chien Consulting.
